CONSTITUTION AND RULES OF
NORTH ANSTON SOCIETY OF AEROMODELLERS1
1. The name of the club shall be NORTH ANSTON SOCIETY of AEROMODELLERS (NASA) (web site: nasa0406.org.uk)

2. Our aim is to provide the best facilities possible for members whose common interest is in the building and flying of radio controlled fixed wing small aircraft; also to advise and assist fellow enthusiasts as much as possible, providing this can be done within the rules of the club. Unfortunately we are not able to accommodate helicopters.
3. Membership of the club shall be limited to a number decided at the Annual General Meeting. Consideration should be given to problems with frequency availability, safety, and wishes of the landowners of the flying field.
4. The club will be affiliated to the British Model Flying Association and every member will be registered. Every member will therefore be covered by the insurance scheme and abide by the rules of the BMFA. Attention is drawn to the care of young people and the safety rules according to the current BMFA Members Handbook.
5. Membership fees decided at the AGM will be paid by the 7 January following the meeting. The Secretary and Treasurer will not pay any fees after their first year in office.
6. Any visitor, non-member or potential new member wishing to fly at the field must complete the Initial Club Contact form (club form 1) before operating a transmitter, starting an engine or flying at the field, and be supervised by another club member until the committee decide otherwise.
7. Any young person (under the age of 18 years) wishing to fly at the field must be accompanied and supervised at all times by a Parent, Guardian or a responsible person appointed by the Parent or Guardian. If flying instruction is required this should only be done by an instructor who has Criminal Records Bureau clearance.
8. Prospective new members must make themselves known to the committee and should after a reasonable time actually flying a model at the field apply for membership by submitting the Application for Membership (club form 2) for consideration at the next committee meeting. A successful applicant will be required to pay the appropriate club fees.
9. Members requiring flight training, must keep a ‘Log Book’ of their training progress, updated by their instructor. The log book must be available for inspection by the instructor before flying.
10. New members will be asked to achieve a BMFA Radio Control Achievement Scheme ‘A’ Certificate and submit the form Application to Fly Unsupervised (club form 3) to a committee member for consideration at the next committee meeting. When agreed, the member will be able to fly at the field when other members are present but without supervision.
11. Members approved to fly unsupervised may apply for a gate key by completing club form 4 for consideration at the next Committee meeting. The issue of a key should not be considered a formality.
12. The Annual General Meeting will be in November. The financial year ending will be 31 October.
13. An EGM may be called at any time by the committee or on the written request of any two members.
14. Club members and the Committee should meet on a regular basis.

16. The club officials shall be a Secretary and Treasurer. Nominations will be sought at the AGM and election for a term of twelve months will be the consequence of a majority vote.
17. The Committee shall comprise of the Secretary, Treasurer, and at least five members, (who are two or more year members and cleared to fly alone) who will be elected at the AGM.
18. The Committee shall conduct the business of the club in the best interest of the membership and any decision will be binding but all changes must be ratified at the next AGM.
19. The Committee has the power to suspend any member whose conduct, following adequate warning, is detrimental to the club generally, or may inhibit continued use of the flying field, or will not abide by the safety rules of the BMFA or the CAA. A suspended member should meet with the committee and if no solution can be agreed termination of membership will follow.
20. Applications from members to be BMFA Examiners will be considered by the Committee.
21. Committee decisions will be carried by a majority of the full committee or the unanimous decision of a quorum, consisting of four committee members.
22. Committee members will be responsible for encouraging all members to assist with the routine maintenance of the flying field, runway, buildings and equipment. They should also be prepared to help prospective and new members, observe the flying behaviour of all members and be prepared to apply the noise and safety codes of the BMFA.
23. Adequate transmitter control must be used at all times. The pegboard should be checked for its full compliment of pegs before flying commences, or, whoever makes the pegboard available by opening the club house after flying has started is responsible for allocating the pegs for frequencies already in use. If a frequency monitor is in use follow any instructions displayed on it. Any members flying when the pegboard is not available must take extra care. Transmitters must not be switched on until the correct peg is attached to the transmitter. When the transmitter is switched off, the peg must be returned to the peg board. Transmitter aerials must always be collapsed whilst in the pits.
24. Mobile telephones must be switched off in the pits area.
25. In the interest of safety, frequencies on the 27 MHz band should not be used on the Woodsetts Road field at any time. With the exception of Park Flyers as defined in the current BMFA Members Handbook.
26. All PCM radio equipment has a failsafe mode built in. Before you fly please make sure you are fully aware of the implications of this feature. On all PCM systems the failsafe will operate if interference is experienced. It is therefore necessary to set this on your transmitter for each and every model programmed into the memory. If interference is experienced your model will be out of control but the engine should immediately go to low throttle, (stop if electric). Should control be regained the throttle will open again and control should be resumed. Failure to understand this feature could lead to fatal injury. Members will be expected to demonstrate this feature is operating properly at any time if asked to do so by any member of NASA or the BMFA , and no model should be flown if there is any doubt to either the clear understanding of what will happen if interference is present at the recovery of signal or how the feature is programmed into the transmitter.
27. Models must be flown at all times within the rules of the BMFA. Noise must be kept to a minimum and although the guide lines of the BMFA must be met, any action that can achieve even quieter models must be encouraged by all members (Our flying field facilities are quite extraordinary within the area and should be recognised as such by all members, and be preserved).
28. Models must not be flown across Woodsetts Road or beyond a line from the main entrance of our field in a Northerly direction to the end of the wood. Keep as far away from the road and noise boundaries as possible. Always start the take off run at the threshold of the runway, unless for safety reasons it is necessary to move up the runway to avoid passing other pilots stood in the pilot area. Hand launched models must be launched from the active runway in a safe manner after checking to make sure the runway and approach is clear and it is safe to do so. Pilots already flying should acknowledge the request to launch. No flying is permitted whist the runways are being cut.
29. Members who are ready to fly have frequency priority.
30. Running in of engines should be carried out down wind of the pit area, cars and club house, and be as far away as practicably possible.
31. Cars must be parked near to the club house and as close to the hedgerow as possible.
32. All members are expected to acquaint themselves with the maintenance of all club equipment and facilities and help carry out any work necessary. Equipment must be checked before use and any faults must be corrected before damage takes place. No grass other than the runways should be cut and cuttings should be deposited only in the designated area. Failing to assist may affect your subsequent membership.
33. Club officials have the authority to enforce correct use of all facilities at all times.
USE OF THE FIELD and FLYING TIMES: DECIDED UPON TO GIVE US MINIMUM RESTRICTION WHILST ENDEAVOURING TO KEEP THE NOISE NUISANCE TO A LEVEL BELOW WHICH WE ATTRACT LEAST ATTENTION AND AVOID ANY SINGLE COMPLAINT.
